For Frontrunner Bus Group, we developed a fully low-floor minibus that evolved into a scalable solution for accessible and comfortable passenger transport, with optimal support for passengers with reduced mobility.
What started as a custom development has evolved into a production program with more than 1,400 vehicles produced to date.
The case.
Scalable Minibus Production
Frontrunner Bus Group, a specialist in converting panel vans for passenger transport, set out to develop a new minibus for accessible and comfortable passenger transport, with special attention to passengers with reduced mobility.
Following an international study, the RAM ProMaster was selected as the base vehicle — a configuration for which Coxx has decades of experience in low-floor chassis development.
Over 1,400 minibuses produced
From the very beginning, the focus was on scalability and serial production, with the goal of developing a widely deployable minibus suitable for large-scale manufacturing. This has resulted in more than 1,400 vehicles produced, and the number continues to grow.
The challenge: achieving an extremely low floor within a structure suitable for industrial serial production, without compromising comfort, durability, or manufacturability at scale.

The potential of this project lay in higher volumes. Thanks to a smart design and strategic collaboration, production could easily scale alongside the growth of Frontrunner.

Coxx has been building low and modular chassis on a custom basis for decades. This track record of proven quality provided the ideal foundation for a low-floor minibus with long service life and strong residual value.
Lowest floor, highest comfort
The 4-channel air suspension on all wheels enables an ultra-low floor of 21 cm. The result? Maximum ride comfort and a quiet driving experience.
Our approach.
After a brief visit to our U.S. website, we were immediately contacted for more information about the low X-Low chassis. Within two weeks we were at the table, and one week later the agreement was signed, marking the start of the development of a dedicated minibus version of the X-Low.
Coxx not only supported the chassis design, but also assisted in aligning the development with European regulations and standards.
A milestone. The 1,000th vehicle in 2025.
The result proved groundbreaking by U.S. standards and became a major success. Bus media already referred to the product as a true “game changer” from its launch.
The Frontrunner evolved into the benchmark in the low-floor minibus segment. In 2025, the milestone of the 1,000th delivered vehicle was reached, and numbers continue to grow.

In addition to use in rural areas and as transport within assisted living communities, the bus is also ideally suited as a hotel and airport shuttle.
The vehicle was also extensively tested during the 160,000-mile Altoona durability test (FTA).

A Coxx X-Low chassis is designed to fit your vehicle’s application optimally. You will work more effectively, gaining a larger return per vehicle than a one-size-fits-all solution.
The low entry from 250 mm, GVW weight increase up to 7.490 kg, flexible dimensions and wheelbase generate endless possibilities. A manual ramp can be easily deployed to roll anything in and out of your truck.
The use of a S700MC high grade steel in smartly formed building blocks provide a strong and lightweight base. The modular design shortens building time, supports and reinforces the body where needed and provides space to save weight or store accessories.
The structure provides many locations to add components such as levelling system, water tank, extra batteries or even a H2 hydrogen conversion set.
We build vehicles and modular low floor chassis up to 7.490 kg GVW. With a European regular B driving license you can drive till 3.500 kg, exemptions excluded. Over 3.500 kg GVW you will need a C or C1 driving license.
The L City electric urban truck is available in resp. 2.800 kg and 3.500 kg GVW version. Both can be driven with the regular B driving license.
Yes. You can select the L City as a chassis cab, with a flat surface or beavertail to build your own coachwork onto. We can also advise you in a coach builder to have your custom bodywork made and installed for you.
Yes. The Coxx X-Low chassis provides a solid and flat surface to build any type of body work on to easily. The modular chassis design will customize the camper to your needs and wishes. Space for water tanks, a heater or battery systems can be integrated into the chassis under your floor.
We can open up the cab rear wall to connect the cab to your living space. A one-touch hydraulic levelling system can be supplied and enrich your camping experiences.
